Kano AG insists withdrawal of police at Independence Parade ground exposed Gov Yusuf to security threat

Kano State Attorney General and Commissioner for Justice, AbdulKarim Maude, Saturday, insisted the withdrawal of the police at the Independence Day parade ground in the state constituted a security risk.

In a statement by the Director General, Media and Publicity, to the Governor Sanusi Bature Dawakin Tofa, the Attorney General accused the CP, Ibrahim Adamu Bakori of undermining the statutory powers of the Governor as Chief Security Officer of the state.

Reacting to the circumstances surrounding the development, the Attorney General asserted that the CP breached the executive powers of the Governor while exposing him to security threat.

He stressed that the CP was bound by lawful directive of the Governor, especially in matters of public order and security, except for overriding order by the President.

The Attorney General added that the CP failed the dual role of accountability and trust between the Governor and Inspector General of Police during the independence day parade.

“This incident demonstrates the ongoing constitutional debate about the CP’s accountability and the impact it has on governance, security, and federal balance in Nigeria. CP is bound by lawful directive of the Governor in matters of public order and security except for the overriding order by the President” he added..

“By failing to comply with the Governor’s directive and without invoking the Constitution mechanism of referral to the President, the CP arguably breached the constitutional balance contemplated under sections 214/215 thereby validating Governor Yusuf’s protest and demand against the CP”. the AG emphasized.

The Police Public Relations Officer, SP Abdullahi Haruna was unavailable for comment to Sunday Sun but a senor police officer who did not want to be quoted, explained that the four Security chiefs in the state, not just the CP, did not attend the Independence parade due to relationship issues between the Governor and the security officers.

He also noted that the Governor has been uncomfortable with the police institution in the state following the positions they represented during some of the high profile cases involving the Governor and his opponents in the state.

“Arising from this distressed background, the Governor sometimes refused to pick the calls or the text messages of the CP and sometimes referred the CPs communications to junior aides?”

While insisting that that the issues were beyond the parade ground, he disclosed that the Governor has also refused to recieve the CP or the AIG Zone 1 on courtesy calls, despite repeated communications in this regard. End.
