Walson-Jack launches ONCE-Knowledge System for civil service

Head of the Civil Service of the Federation (HCSF), Didi Walson-Jack, has officially inaugurated the ONCE-Knowledge System Steering Committee, a pioneering initiative aimed at transforming capacity building and talent management across the Federal Civil Service.

Speaking at the inauguration in Abuja, Walson-Jack emphasised the importance of the new platform in modernising the civil service. She said, “This is a bold new approach that ensures every civil servant, from the newest entrant to the most senior executive, is prepared, empowered, and supported throughout their career journey.”

The ONCE-Knowledge System is designed to eliminate fragmentation in training and development by establishing a unified framework that supports civil servants from entry to retirement. Anchored on the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP 25), particularly Pillar One, which focuses on Capacity Building and Talent Management, the system introduces five core pillars.

These pillars start with comprehensive onboarding programmes for new and promoted officers to align them early with the service’s values and priorities. Robust development initiatives include the Structured Mandatory Assessment-Based Programme (SMAT-P), Leadership Enhancement and Development Programme (LEAD-P), cadre-specific training, and digital literacy programmes covering emerging technologies.

Walson-Jack further explained, “To strengthen leadership at the highest levels, the framework incorporates executive masterclasses for ministers, permanent secretaries, and chief executives of federal agencies. As officers exit the service, structured protocols will preserve institutional memory and support retirees through entrepreneurship and agripreneurship initiatives.”

The ONCE-Knowledge System also features a dedicated knowledge management strategy designed to institutionalise continuous learning, foster communities of practice, and safeguard the civil service’s collective expertise for future generations.

Permanent Secretary, Career Management Office, Fatima Mahmood, who chairs the newly formed 14-member Steering Committee, praised the initiative’s coherence. “This system brings clarity and unity to all capacity building efforts, ensuring we deliver tangible results in this declared Year of Accomplishments,” she said during her welcome address.

The Committee includes senior officials from key government offices, leaders of federal training institutions, representatives of development partners, and private sector experts specialising in capacity building and knowledge management.
